ParserStack.pending_allocs is now a dictionary of dictionaries with ps.arena as the top level key

- convert int(self.arena) calls to use self.arena_int variable

- progress towards gathering up allocations, then distributing them across parsers in TopLevelParse

Also added some asserts before further edits
